The Organization of the Black Sea Economic Cooperation (BSEC) was set up in 1992 as a multilateral political and economic initiative aimed at fostering interaction and harmony among the Member States, as well as to ensure peace, stability and prosperity in the Black Sea region.

In 1999 it developed into a full-fledged regional economic organization, with 12 Member States: Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russian Federation, Serbia, Turkey, and Ukraine. The BSEC Headquarters is in Istanbul, Turkey.
